Transitional Bilingual Educator Endorsement
Educator License with Stipulations
Once a Professional Educator License has been issued and a Target Language Proficiency content test passed, candidates are eligible to apply for an Educator License with Stipulations and add a Transitional Bilingual Educator endorsement to the new license.
The Transitional Bilingual Educator endorsement permits candidates to teach subject matter using the language of the endorsement (for most candidates this will be Spanish) in the grade range for which the Professional Educator License is issued.

- Choose: Apply for Credential
- Choose: Transitional Bilingual Educator endorsement
- Choose the Bilingual Education Teacher with the language for which you seek to be endorsed.
The Educator License with Stipulations is valid for five years. During that time, coursework for the endorsement being sought must be completed. Once coursework is completed, apply through ELIS to add a Bilingual Education Teacher or English as a Second Language Teacher endorsement to your Professional Educator License.
Requirements for the Transitional Bilingual Educator endorsement:
- Bachelor’s degree.
- Professional educator license earned through one of IWU’s approved programs.
- Be legally present and eligible to work in the U.S.
- Proficiency in English and the target language, demonstrated by passing the Target Language Proficiency test
- Refer to Illinois Licensure Testing System for the testing schedule, location, and listing of all target language proficiency tests.
ISBE course requirements for the Bilingual and English as a Second Language Teacher endorsements:
Bilingual Education Teacher
- Foundations of bilingual education
- Assessment of the bilingual student
- Cross-Cultural Studies for Teaching Limited English Proficient Students
- Methods and Materials for Teaching English as a Second Language
- Methods and Materials for teaching Limited English Proficient Students in Bilingual Programs
- Elective (to total 18 semester hours)
- 100 clock hours or 3 months of teaching experience in a bilingual setting
English as a Second Language Teacher
- Foundations of teaching ESL
- Assessment of the bilingual student
- Cross-Cultural Studies for Teaching Limited English Proficient Students
- Methods and Materials for Teaching English as a Second Language
- Linguistics
- Elective (to total 18 semester hours)
- 100 clock hours or 3 months of teaching experience in an ESL/bilingual setting
Illinois Wesleyan occasionally offers coursework towards the Bilingual Education Teacher or English as a Second Language Teacher endorsements. Most coursework will need to be taken elsewhere.
